Technical Assistance

TSF EA is uniquely positioned as a one-stop shop providing competitively priced, nationally and regionally focused, timely and quality assured Technical Assistance.

  1. The TSF (EA) is uniquely placed and draws from CAFS own experience as well as from the technical resources and expertise of its co-sponsors the HIV/AIDS Alliance and IPPF, and further from its financier – UNAIDS, through the RSTs and UCOs.
  2. In order for the delivery of Technical Assistance (TA) to be timely, effective and meaningful, the facility works with a diverse group of individuals, consortia and consultancy firms. In this regard the TSF EA has a database of approximately 600 quality-assured consultants, and growing, and whose experience and expertise can be brought to bear on the proposed assignment.
  3. TSF EA has developed a simple and effective management structure that enables assignments to be implemented at a high standard of quality under the supervision of the Team Leader and Technical Assistance Manager, with further backstopping from the members of its Technical Review Panel. Such a well established administrative system and apparatus for technical assistance would require substantial resources and time to duplicate; and makes the TSF EA more rapid, flexible and responsive than most other providers.
  4. As a result of the above 3 strengths, support provided by the TSF EA tends to be quicker, more responsive and at a reasonable cost.
  5. TSFs activities are aligned with the UNAIDS Getting to zero: 2011–2015 strategy and with current United Nations knowledge and guidance. Collaboration between technical support facilities, UNAIDS country offices, regional support teams and UNAIDS Cosponsors creates a powerful mix of capacity and resources for responding to country needs.
  6. Further, through the work that the TSF has already done, it has formed very good working relationships with Governments in the Eastern Africa and key stakeholders in the HIV arena and as such assignment entry and start up, and access to sites, personnel and documentation will not be a challenge. The working relationship that the TSFs have with the UNAIDS country offices will be leveraged to get support and facilitation in regard to meeting with in-country stakeholders.
