Who we are

Their core function is to service requests for technical support and capacity development in ways that yield support that fits the context, that is timely, high quality and cost-effective, and that contributes to meaningful results and outcomes. In other words, the facilities help countries bridge short-term technical gaps, and build the capacities; systems and institutions they need to achieve and sustain those responses. 

The TSFs' work is aligned to the UNAIDS 2011-2015 "Getting to Zero" Strategy, which calls for a renewed push towards achieving universal access to HIV prevention, treatment, care and support by 2015.
The outsourcing model used with the TSFs enables UNAIDS to make profound contributions to countries' HIV and AIDS programmes and health systems in highly responsive, adaptive and cost-effective ways.

The TSF Eastern Africa

The Technical Support Facility Eastern Africa was set up in 2006 and was initially operated by the African Medical and Research Foundation. Since May 2010, the Centre for African Family Studies in Nairobi, Kenya has operated the TSF EA with the support of the International HIV/AIDS Alliance and the International Planned Parenthood Federation Africa Region.
The principal objective of TSF EA is to enable country partners to facilitate their access to timely and quality-assured technical support with a focus on resolving the planning and management challenges which hinder effective program design and delivery. The Facility collaborates with country and regional partners in the provision of timely and high-quality technical assistance required for the strategic planning, implementation, and monitoring and evaluation of national HIV programmes.
For the delivery of Technical Assistance (TA) to be timely, effective and meaningful, the TSF works with a diverse group of individual and organized/group consultants.
