What we do
We are a competitively priced one-stop-shop in the provision of timely, quality assured, sustainable solutions in the following core areas:
- Providing quality assured Short Term Technical Assistance (STTA) solutions rapidly and inexpensively, in defined priority areas that are tailored to meet our clients' needs. We work closely with our clients on all aspects of the assignment from developing Terms of Reference, to managing contracts and logistics as well as supervising the consultants throughout the period of the assignment.
- Strengthening the capacity at local and regional levels to effectively respond to HIV and AIDS. We therefore provide services which:
- Enhance the capacity of our Country Partners to plan and mange the technical assistance effectively.
- Improve & broaden our expert base through professional development opportunities for our consultants.
- Deliver and develop capacity development opportunities for country partners and regional consultants
- Help country partners develop Global Fund proposals and providing support to the recipients of the Global Fund grants thereby enhancing performance of grant implementation.
TSF AND THE GLOBAL FUND
In 2007, the Office of the US AIDS Coordinator through UNAIDS supported three TSFs - Eastern Africa, Southern Africa, and West and Central Africa - to scale up Global Fund grant implementation support. The aims included strengthening technical support to Global Fund Principal Recipients (PRs) and Sub-Recipients (SRs) to overcome implementation bottlenecks; building regional and national expertise of both providers and recipients of technical support; and strengthening capacities and effectiveness of the Global Fund Country Coordination Mechanism (CCM) for effective governance and oversight of the grants.
Alignment with the UNAIDS Outcome Framework
In the delivery of its mandate, the TSF sees the linkage and alignment of its work with the UNAIDS Outcome Framework as follows:
- through working independently, and with and through consultants to support the government and implementers working on priority areas to achieve project, program and national targets which contribute to the achievement of the national and universal goals of reducing HIV incidence and prevalence; reducing risk, impact and vulnerability; and ensuring universal access to comprehensive prevention, treatment, care and support.
- Through the development of a database that is responsive not only to the TSF priority areas but which is also aligned with the strategic areas outlined in the UNAIDS outcomes framework
- Through mobilizing and strengthening government and institutional financial, administrative/operational and human capacity geared towards achieving the desired outcomes
- Through assisting national partners, governments, bilateral and multilateral donors, to identify and prioritize issues relating to HIV and AIDS; and to set national and sub-national targets. This aspect could also include assistance in the identification of key drivers and sources of new infections, identification of vulnerable populations that are most in need (through supporting second generation surveillance, sub-national surveys etc), through assessing feasibility and response capacity, and through supporting policy and programmatic actions.
