Global Fund Partners
The TSF has funding to support GFATM grantees and incountry mechanisms to enhance performance of grant implementation. This includes National Aids Coordinating Authorities, Country Coordinating Mechanisms, Principal Recipients, Sub-recipients and Sub-sub-recipients. There are three components to this TSF programme:
- Provision of consultants for short term technical assignments that will assist in addressing grant performance bottlenecks
- Capacity development that addresses organisational systems challenges associated with grant implementation
- Professional development to strengthen consultant capacities to work more effectively with GF grantees and incountry mechanisms
Quality assured short term technical assistance is available to cover work in the following areas:
- Civil Society needs assessment, mobilisation and engagement
- Strengthening Monitoring, Evaluation and Reporting
- Organizational Development (including governance/leadership, CCM support)
- Procurement and Supply Management
- Programme and Financial Management of Grants
Support for short term technical assistance will usually comprise assignments of 1 to 40 days in duration. A series of short term assignments may be considered where this is likely to yield better results, but support will not cover long term placements or staffing. Support from this particular TSF service does not include proposal development for GF grants.
The capacity development component entails working with GF implementing partners to address identified performance challenges that cannot be readily rectified through shorter term technical assistance options.
