Country Partners
The TSF Capacity Development Programme has been designed with a specific focus on enhancing demand and supply aspects linked to technical assistance. A number of evaluations indicate that country partners face a range of challenges in utilizing technical assistance (TA) in ways that could most efficiently address bottlenecks and unblock resource flows for country programmes. External TA is commonly used by country partners but the results are not always optimal due to:
- A lack of requisite planning for technical support needs
- Inadequately defined terms of reference
- Insufficient assignment preparation
- Delays in STTA procurement processes
- Irregular participation of TA managers during STTA delivery
- Delays in providing feedback on consultant outputs
TSF Country
Partners comprise National AIDS Coordinating Authorities, Ministries of Health,
other Ministries with a major HIV and AIDS component as well as civil society
organizations engaged in supporting national responses. Through the TSF,
country partners to access a range of activities aimed at enhancing capacities
to strengthen planning for and management of short term technical assistance.
These include:
- Assistance with the development of Technical Support Plans to meet the strategic or operational objectives of the organisation. This involves identifying when and what consultancies and related resources are needed for programme delivery
- Pre-scoping missions to assist with the preparation of Terms of Reference (ToR) in the case of a complex assignment or when a series of assignments needs to be planned
- Provision of support to address processes that hamper the use of short-term consultancy assignments
- Completion of organisational capacity assessments related to enhancing STTA planning and management
